Smith (Ryerson Univ.), a leading scholar of the Canadian Parliament, has written an outstanding book on the theory and practice of parliamentary opposition in Canada. The book's analytical sections are organized first historically and second thematically. The dominant theme throughout the book is divergence among theories of opposition--derived mostly from observation in Westminster--and practice in Canada. Smith argues that Canada has never developed a "coherent tradition of parliamentary opposition" and traces the lack of resilient institutionalized shadow cabinets to broad themes in the study of Canadian politics, particularly the demoralizingly long periods in which the Liberal Party has traditionally governed, Canada's longstanding multiparty system, and federal institutional arrangements that often reward provincial premiers for belligerent intergovernmental behaviors. Smith also explores other sources of opposition, including the media and officers of Parliament. Despite its seemingly narrow institutional focus, the book speaks to many significant, enduring themes in the study of Canadian politics. It will therefore be of great interest to scholars of Canadian politics, and also to scholars of parliamentary institutions searching for in-depth, reliable accounts of Canada's parliamentary opposition.
