A qualitative review of the Riverborne Community Safety Office project

Summary: The Riverborne Community Safety Office (RCSO) was established as a demonstration project in the Fort Rouge area of Winnipeg in August 1982. During the election campaign of 1980 residents of this area had expressed a significant fear of local crime, and Lloyd Axworthy, the local Member of Parliament, obtained funding from the Department of the Solicitor General to fund a community crime-prevention project. This report looks at how effective the program was in demonstrating "the benefit of encouraging community participation in neighbourhood-action programs that are designed to reduce the growing incidence of crime against person and property".
